Ideally, urban complex can play an active role in improving the utilization efficiency of urban resources, enhancing urban comprehensive value and alleviating "urban disease". More and more cities put the development of urban complex on the agenda and actively put it into practice. With this "upsurge" continues to spread from large and medium-sized cities to small cities, failure cases begin to increase, and many problems and contradictions are gradually exposed. Therefore, how to fully activate the huge value of the small city complex and avoid the economic and social risks it may bring is an important topic with both academic and practical value. This paper makes a systematic study on the development of urban complex in small cities, and puts forward some development strategies and suggestions on the location, scale and format of the project from the perspective of the overall interests of the city.
